Even without all mods, plugins and with default server-core configs this bug appears.
How i tested this:
1) Installed CatServer on VDS in clean folder.
2) Started a server.
3) Equiped shield and spawned zombie.
When holding shield zombie attack doesnt give any damage to shield. Durability not lowering at all. Even if you stay like 10 minutes.
In singleplayer all ok, of course.
I noticed this bug on my modded server.
