Update tooltips for cleanup rule table #146

The tooltips don't match the badge information as good as the rule type selection dialog does. This needs to be fixed.

I don't use the badges, so I didn't realize that the column heading letters match the badge letters. Makes sense now that you've explained it, thanks!
