Add enabled layouts support, add script filter support for alfred #4

I added script filter support for Alfred workflows so that Alfred can display a list of enabled layouts to select from when triggered either by keyword or a hotkey. I prefer the hotkey :) Also added is the enabled option in the CLI

I included the commit in the latest version of master. I will reimplement/copy the currently missing json part.
