When several units are on a citytile, only one of them will collect resources and deposit them
Coal and Uranium both collected at half the amount per turn but are doubled in value per unit
Reduce average coal and uranium amounts per tile by about 50% each to maintain total fuel value per map
Map generation updated to create more dense, separated clusters of like resources
Max wood per tile bumped to 500
Fix bug with road handling and cooldown. Cooldown now applied last after everything, roads are applied on tile you end on.
Worker fuel upkeep outside cities at night will increase 20. Carts will decrease fuel upkeep to 5 outside a city at night
