New specs!

Base CityTile upkeep is now 23, previously was 30
Carts build roads at a rate of 0.75 per turn
Wood regrowth increased to 2.5%, previously was 1%
Mining is now symmetric and there is no longer a marginal "side" preference on the map anymore

Were there any other changes? I will also be merging in the C++ kit fixes from one of our competitors and the new kotlin kit
