Build with VS2017 #2

Hi, this enables build with VS2017 in cmake script. I have restored the scripts to download and build dependencies, I hope you don't mind... Do you think we should keep the possibility to choose between VS2013 and VS2017 build in the cmake script? As it is now, VS2017 will be mandatory.
