make package upto date with upstream changes

• ForwardDiff.jl is now a main dependency.
• bounds DataInterpolations.jl (xref https://github.com/SciML/DataInterpolations.jl/issues/298).
• PrecompileTools.jl is no longer needed.
• more extensive QA testing
• standardize CI
• lazy install packages in tests
