CompatHelper: bump compat for Optimization to 4 for package SymbolicOptimalControl, (keep existing compat) #76

This pull request changes the compat entry for the Optimization package from 3.24.3 to 3.24.3, 4 for package SymbolicOptimalControl. This keeps the compat entries for earlier versions.
