[WIP] DocumenterCitations integration #117

This PR contains a basic skeleton, untested, for DocumenterCitation integration.

It looks like writers for documentercitation have to be implemented individually per backend, i.e., there is no independent fallback.

I have an updated version of this PR, which is still kind of broken, but less broken than this one here :) Where should I put it?
