In which circumstances do you see this? I haven't been able to replicate on my setup (Google Chrome, MacOS) so far.
Whenever the window is narrow enough to display both the "menu" and "on this page" buttons on the ancillary top bar, pushing the "on this page" button to the far right. i.e. on narrow windows.
It only looks bad when it is both narrow enough to display on the right and wide enough that filling the whole width looks bad. The screenshot in the OP is a worst-case scenario.
Tested on IceCat, Firefox, and Chromium on Asahi Linux, but I doubt this is OS or browser dependent.
The "On this page" dropdown is sometimes very wide
