Properly implementing botside support for Custom Priority's new complexity in amphy. #16

A certain custom can only be CPed once per day, no matter who is CPing it. A certain person can only CP five times per week. After that, all customs must be put onto a poll. Any custom may be put onto a poll at any time (unless it's void). A person may not CP another one of their customs right after one of their own.

Implement this into .cp and the relevant RP setup things.

I don't think it'd be practical for a hard limit (actually being unable to CP the same RP within 24 hours) botside.
