can't build log4cplus (INSTALL not found) #4

I experience this error when I run make:

Makefile.am: required file `./INSTALL' not found
Makefile.am:   `automake --add-missing' can install `INSTALL'

I'm running Ubuntu 12.04

I think log4cplus-1.0.4 should be moved to submodule and fetched from upstream.
