Don't merge : not setting-up environment properly till the end.

Add some dev tools, Makefile, make dev and docker.

I could'nt make it yet till the running setup, limited on Django, can you have a look @LuyNagda ?

Try : make dev

Not far but :

auth-1 | raise ImproperlyConfigured( auth-1 | django.core.exceptions.ImproperlyConfigured: settings.DATABASES is improperly configured. Please supply the NAME or OPTIONS['service'] value.
