Solves https://github.com/LxMLS/lxmls-toolkit/issues/135 by importing Categorical in another (less elegant) way.
Also upgrades pytorch to 1.0.0 (torchvision 0.2.2)
minor changes in the PolcyRNN for PEP (still needs general code review)

@LxMLS/monitors2019 please review. Run at least deep learning notebooks once on your platform.

Please check #135. I've added some comments about the failed tests. I'm pushing commits to this PR, in order to have everything fixed at once.
