what i will put "rcon_role": "RCON_ROLE", "whitelist_role": "WHITELIST_ROLE",

The discord roles :) RCON_ROLE would be the role (name) that the user needs to have to use rcon commands (kick, ban etc). WHITELIST_ROLE would be the role (name) that can control the whitelist (add/remove people, turn whitelist on/off). You can leave that one empty and it will default to RCON_ROLE
