[Feature Request] Add an option to force refresh rate #75

I've noticed that, regardless of the refresh rate your desktop is set to, the game will set your refresh rate to 60 Hz. I'm asking that you add an option simply to force the refresh rate to what the desktop is running, or just a custom number, while keeping the FPS capped to 60.

That's more of a by-product of borderless, I was hoping for it in exclusive fullscreen.
