Use php8.3

Based on our usual policy of supporting PHP versions in active support, 8.2 has nearly a year left. I don't see a benefit of rushing into supporting 8.3 through adding 3rd party repos (yes, I remember that one from before, but still).

Also, the build isn't building, which is pretty important ;)
