'v'ault command needs to be nerfed

Vaulting is too powerful. It allows players to move very quickly and renders boots of jumping nearly useless. Some ideas for nerfing 'v'ault include:

• Have vault distance scale up slower with agility bonus
• Have carrying weight impact vault distance
