Get shore line animation working #37

In the original Civilization game the shore lines had animation of the waves. It makes the game seem alive instead of a static boring board. It doesn't really progress the game in term of playability, but it will help in the presentation of the game, which other people seem to be very susceptible to.

It might only be corner shorelines or edges, not flat constant shorelines

The css animation is not acting how I expected it to. I'll come back to this later, as I don't want to take up valuable dev time making coasts and rivers animate when the game isn't even playable right now.
