Add a C header file and update C usage guide. #24

While I perform a couple of tests on my own, I probably would rename the header folder to include, seems a little more consistent with other libraries I've seen so far.

@Lymphatus Yes! you're right. It is my negligence. Following your suggestion, I've moved the C header files to the include directory located in the root of the project.
