1.15+ will use datapacks for this

Fixed by https://github.com/Lythom/capsule/commit/ece570f1b3d3a93bbe5464976da2a10b5ba72705 available in capsule 3.4.58+ versions of capsule See config/capsule.cfg file after starting minecraft to find the new capsuleUpgradeItem entry.
