[PCU] clarify what should happen if hdd is docked during startup and shutdown-request? #40

Two scenarios that don't cause any functional trouble but might cause some in the future.

  1. HDD is docked during shutdown request. Currently the backup server would just shut down and leave the hdd undocked.
  2. HDD is docked during startup. Currently we just proceed.

ad 1: it's pretty clear that it should be undocked before shutdown. However not sure if this should be reported to the BCU as an "error" and handled there or just undock

ad 2: if we make sure that hdd is docked off at shutdown, we might just leave 2 as it is.
