[XRM-Server] Add Validation Level Configiration #204

Configuration Interface to add / edit / modify / delete validation levels. Users can then be validated by the sysop to a specific level which will increases there Levels, Time Online and other options to match their pre-set level. This will also tie into NewUserVoting.
