Enhancement - Create Docker Image for testing, also Development

Docker now has the ability to setup development environment images

Create a Dockerfile that can build images for sharing, or from a local pull of the repo's for the current branch
Also create a Dockerfile and setup for a Development Image which can be used for building, testing, and changes and pushing to Github for development purposes.

Initial Image Dockfile was created which will build the system in a Ubuntu shell via Pull Request #225 Still working on a full development one.

Re-Opening Docker Image. The Initial Image is more for testing and preview for any branch. Full Development environment is still being looked into.

Closing for now, the system is more of a preview then a system that is ready to run full time, as such a new issue will be created later on to make updates add volumes if anyone wanted to run a full working system through docker.
