Setup first user created on a new system will be updated to SysOp access This makes configuring and system setup a lot easier than trying to manually update the SQLite database
Also Did some refactoring on the mod_signup module re-using code and passing in functions instead of code duplication. Some more work can be done here later on.

Tested Good Locally. This will help when people build, install, or use a docker image and want to preview the system they won't have to jump through hoops anymore editing the SQLite database to setup SysOp access anymore.

Plan to add some Integration/Unit Tests for this in the future as well. Need to increase coverage.
