What steps will reproduce the problem?
1. Load an SGB game in the libsnes core.
2. Do your taxes
3. Come back and it will have emulated a few dozen frames, but they'll be no
good because of the savestate accuracy bugs.
What is the expected output? What do you see instead?

An HLE SGB core could be built on top of Gambatte with little speed loss.
However, it would be mostly just adding the SGB colors, borders, and extra
controllers. The advanced capabilities wouldn't be available, just as they're
not available on VBA-SGB.
