This signal is to be used as follows:

When the MCU detects that no keys are pressed, it clocks all-ones out to the 74HC595 shift register, setting all row lines high.
The MCU can then stop polling the keypad.
When a key is pressed, a 4-way diode-OR between the column lines goes high, and is debounced to get the ANY_KEY signal.
This can be used as an interrupt to tell the MCU that it needs to poll the keypad again.

We don't have any yet, so changes done now are painless.
