ALC stability issue above 40dBm

Problem: Output level instability, probably caused by insufficient PA drive.

Fix:

• Remove C2 (or replace by lower value capacitor, like 220pF).
• Bypass R5 with a 100nF capacitor to extend ramp-up time.
• Add MMIC preamplifier between the exciter and PA - GVA-83+ looks OK.
