missing a button? #49

Do you think is it good idea to have a button, which could be named "complete" or similar, so when user add an item or upload an item it will execute the complete action, so user knows information is uploaded/added. may be we could print the row(s) directly after pressing the "complete" button as an acknowledge to user, to know data added completely and successfully with instance response.

currently when user add or upload the decision item, should scroll down to the end of the page to save the button. In this step I as a user got confused, to know how should I upload/add data, then I decided to test the rest of the form and finally I saw Bingo, at the end there is a save button =)
