added an example notebook of pulling cdec data #93

In working with metloom and looking through the repository and documentation, I thought it would be useful for there to be an example notebook for accessing cdec data. So I created one using code I wrote for my own project. Hopefully it's useful, feel free to edit/change it however you see fit.
