Show tooltip when window list not shown #132

In the Window List tab of DockbarX preferences, presently if 'Show window list only if more than one window is open' is enabled and an app is open, there is no means to have a tooltip appear.

I'd recommend having a parent 'Show tooltips' checkbox that will have a child entry for 'Show tooltip when no window is open' and 'Show tooltip when window list not shown'.

Additional checkbox under 'Show tooltips' could be for whether to show the app's description.
