Create new endpoints to restrict access to job queues by MAAP organization. These endpoints should include:
Organizations: a hierarchical structure defining the organizational taxonomy of MAAP users. Users belong to organizations and job queues can be assigned to organization records. Allow for job limits to be set at the organizational level to restrict job submission volumes.
Job Queues: a list of worker queues that can be assigned to orgs and store metadata about the technical specifications for queues.
Users and roles: add role types per user record, Guest, Member and Admin. These will designate levels of system access at the user level. Guest users may be allowed access to the ADE with limited compute resources.
In addition to these new endpoints, create an admin interface for managing orgs and job queues efficiently.
