5.4 - Generate reports of metrics gathered in the areas of congruence. #1076

Primary PoC is @sujen1412 ; including @hookhua for awareness.

Note: Hook has knowledge of the metrics categories associated with the areas of congruence; tie’s into prior conversations with Bjorn. We are already generating a lot of these metrics on the NASA side; more of a question of how the NASA metrics align with the ESA metrics.

Previous action captured for Sujen: bring this up during an upcoming technical ESA-NASA meeting.

Update on 9/12 from Cristiano/ESA: ASCEND will track metrics, but will need to verify alignment with areas of congruence.

Targeted for v4D2, due on 31 October 2024. Details are in the v4 Joint Delivery Schedule.

Both ASCEND's ADES and MAAP's ADES already track processing metrics. But will need to align on the areas of congruence metrics.
