Primary PoC is @hookhua ; adding @sujen1412 for awareness.

Targeted for v4D2, due on 31 October 2024. Details are in the v4 Joint Delivery Schedule.

both NASA and ESA MAAP platforms have a subset of OGC WPS-T support. But need to resolve if we should move to joint agreement on OGC API Process.
