Add python packages from vanilla to R #949

See how much it affects the size first For reference the size of the pangeo image is: Pangeo Image size before and after differences: ( before / after ) Base Image: 1.14 GiB / 1.24 GiB Jupyter Image: 1.63 GiB / 1.78 GiB

@grallewellyn Since we are foregoing space utilization and optimization of the R image, I'll move forward with adding the packages in vanilla to the r workspace.

@anilnatha Why are we foregoing space utilization and optimization of the R image? I know we were having problems with it being very unoptimized before

@grallewellyn Since the R image is built off the same jupyterlab docker file, it has been difficult to isolate where the wasted space for the R image is coming from because the other images have no optimization issues. So a couple weeks ago, Sujen and I agreed that we'll skip it for now and revisit it later.
