Move local API PostgreSQL instance to RDS #992

Remove the local API PostgreSQL database from the MAAP API service and migrate it to RDS for easier maintenance and disaster recovery.

Environments to migrate:

Postgres RDS instance has been set up in DIT. The MAAP DIT data and schema have been migrated there and the API is now pointing to RDS.

RDS PostgreSQL is now being used in all environments.
