chore: Updating Biomass Earthdata Dashboard tutorial #316

Changed:

ipycmc -> folium
gdal stats -> titiler cog/stats
heading structure

Moved a couple of things around, order of cells at the end and imports

Also moved this tutorial under "User Data" instead of having a floating tutorial under "Technical Tutorials" Appears as:
