Create API endpoint for CI/CD building of applications on MAAP DIT venue. Build off from MAAP gitlab-runner and API approach.

Incidentally closed by moving the parsing script to DIT MAAP's Gitlab. The endpoint for querying logs and creating new pipelines is available to any users who have the secret tokens to successfully GET/POST to them. An example script for how this would be done is available here.
