R3: Wrap existing Boreal Biomass science notebook as an OGC Application Package

Add papermill to the existing MAAP HEC-AWS Boreal Biomass science notebook. Build the OGC application with the CI/CD mechanisms and deploy/run it on the ADES-K8S and PBS. The existing notebook is in the repo at: https://repo.ops.maap-project.org/icesat2_boreal/icesat2_boreal/-/tree/master/dps/alg_3-4

Definition of Done:

• [ ] Build artifacts (CWL, JSON, Docker) created.
• [ ] Documentation provided
• [ ] Github repo commits provided
• [ ] Live demo provided (deploy and run on ADES-K8S and ADES-PBS)
