Move metrics gathering repos to MAAP-Project org #49

Rename and move all code repos to https://github.com/MAAP-Project:

  1. wps-t proxy: bi-directional WPS-T calls through firewalls via SQS
  2. metrics collection: Scraper of WPS-T job status to Logstash to SQS back to Logstash to ES
  3. job state collection: job status updates to Mozart faceted search
