Description

Create a management plan for the baseline implementation of jobs on HEC that will allow algorithm jobs to downloads input data, pass to process, and upload to AWS any outputs.

@hookhua @pymonger @bsatoriu can someone from JPL review the Baseline section to ensure it includes all information that is needed to implement handling of data inputs and outputs for jobs.
