This PR adds the ALOS1 to GCOV pipeline algorithm, with hooks for DPS.

TODO: [] Add DPS hooks [] Test RSLC on GPU [] Run full ALOS-1 to GCOV pipeline on a stack in DPS using GPU [] Add Cum Sum Disturbance Algorithm [] Orchestrate GCOV DPS outputs to feed into the Cum Sum Dist algorithm [] Build Cum Sum Disturbance CLI for DPS [] Collect Dist outputs and build into a map
