I'd like to validate that DIT works before we merge.

Finally validated that this works in DIT.

@abarciauskas-bgse A few more updates to this PR for you to review:

  1. I update this to use Ruby 2.7, which had a handful of minor changes.
  2. I added a deploy GitHub Action for master and staging
  3. I updated the documentation to reflect the CDK deployment
  4. I removed the now-unused build/deploy scripts and config files
