The ID field on the ActionImplementationType in the MAEC Bundle is intended for referencing action implementations from other places; however, such references aren't used anywhere else in MAEC and likely won't serve any useful purpose since the parent Action that contains the Action_Implementation can instead be referenced via its ID. Therefore, we should consider deprecating this field.
