The idea here is to call a provided URL when a feature is updated.

MUST

[ ] Call given url once when feature is updated / deleted
[ ] Provide webhook name or id when calling external url
[ ] Allow to migrate legacy webhook to new webhook

SHOULD

[ ] Call on period activation / deactivation for time based condition (this may be hard)
[ ] accept parameters (user, context,...)
[ ] allow to check periodically for script based features (client should be called only if activation changes)

COULD

[ ] integrate with client (server send activation conditions alongside activation status)
