March 2020 tooltip not moving properly #296

Describe the bug When moving the mouse around on the March 2020 visualization, the tooltip always stays in the top left corner, even if the mouse is on a development towards the bottom right

Steps to reproduce

  1. Go to the March 2020 visualization
  2. Wait for some developments to appear
  3. Move your mouse over a series of developments; notice the tooltip hardly moves

Expected behavior The tooltip should follow the mouse in a pattern similar to one of the Regional Indicator maps
