New links are accurate Community Needs Assessment is two lines. While on menu of report, the spacing helps, in footer it looks like two links. Should we shorten to "Needs Assessment" or "Survey".

I adjusted the line-height and padding to help distinguish links without having to shorten "Community Needs Assessment." I think it's cleaner to keep the 1 to 1 consistency between quick links and report menu links/report sections.
