Action Areas Home Page #530

Create an Action Areas landing page that serves as a duplicate home for links out to each individual action area landing page. This will be similar to the Home Page section that links out to each action area landing page but provides a sharable URL to direct interest in action areas that is not just the home page link.

Can we add jump-to-section links for the items listed in the AA Home Page menu? (Vision, Policy Recommendations, How We Got Here, Challenges)
