Add dropdown selection to recommendation pages that allow for download of pdf versions. PDF versions will be static points in times versions/iteration of the recommendations.

Closing as Policy Recommendation Pages all have pdf downloads. #574 is the only remaining pdf that needs a home and has its own issue.
