CBO Portal: View all applicants associated with CBO categories and/or jobs #10

CBO can view a list of Applicants that match their categories and have flagged interest in their jobs. List of applicants show in a table with a limited view of applicant data: name, applicant status with CBO (see https://github.com/MAPC/youth-match-v2/issues/53), and interest categories

After CBOs select specific applicant, a panel with ALL full detail from ICIMs (name, age, phone, address, interests, essay response, link to resume etc) shows up.

@arouault this looks like a duplicate of #19 #21 - right now, it only lists applicants that flagged interest in the position. It does not list applicants who match the categories of the CBO user's positions. I'm reading that it should do that - should it mix it in with the current "interested applicants only" table? Or is there a separate table?
